摘  要:我国地方高校省部共建运行十多年来,受到社会的高度关注。从政策演进过程来看,省部共建经历了探索、突破与深化三个时期。从政策动力学来看,省部共建是国家重大战略协同驱动与我国教育政策内在缺陷双重作用的结果。从政策特征来看,省部共建具有过程的渐进性、参与者的多元性、方式的协同性和内容的全面性等特征。从政策实质来看,省部共建表现为中央与地方的共谋、地方政府间的竞争以及高校与政府间的博弈。The local universities co-sponsored by the province and the ministry appeared more than 10 years, which rose high concern of the society. From the process of policy evolution, province-ministry co-sponsorship experienced three periods of exploration, break-throughs and deepening. From the perspective of policy dynamics, province-ministry co-sponsorship was the result of the dual role of national major strategic synergy and the internal defects of China's educational policy. From the era characteristics of the policy, provinceministry co-sponsorship had the characteristics of the gradual process, the pluralism of the participants, the synergy of the way and the comprehensiveness of the content. From the essence of policy connotation, province-ministry co-sponsorship tokened the conspiracy between the central and local government, the competition among the local governments, and the game between the university and the government.
