社区技术治理的神话:政府项目管理与社工服务的困境

摘　　要：技术治理是现阶段地方政府进行社区治理的重要手段,地方政府往往通过各种治理技术来实现对城市社区的管控。政府购买社会服务、通过社会组织提供服务也是技术治理的重要组成部分。基于组织社会学的理论思路,使用对广州市不同社区的调查资料,分析政府购买服务项目管理制度和承接项目的社工组织之间的互动及其结果。研究发现,虽然政府和社工组织双方都非常重视项目绩效,但当政府努力追求技术治理手段时,这些技术手段会把承办项目的社工团队紧紧捆绑起来,使社工团队忙于应付政府的技术治理过程,弱化了对专业服务的投入,导致地方政府引入社工专业服务来实现社区治理的目标逐渐虚化。Technical Governance is currently a significant measure for the local governments to carry out community governance with a variety of means including government purchase of social services provided by social organizations. With the theory of organizational sociology and the research data collected from communities in Guangzhou, the author analyzes the interactions between the government project manage- ment system for purchased Services and social service organizations who undertake the projects. The re- search findings show, though both the government and the organizations attach great importance on project performance, the government＇ s technical governance methods greatly limit the social service organizations, who are busy following the process of the government＇ s technical governance and cannot engage fully in professional social services. As a result, this makes it impractical for the local government to realize the goals of community governance through purchasing professional social service.
