摘　　要：从主要影响因素-评价指标、评价方法、评价地区和评价产业4个方面,对涉及高端装备制造产业的相关战略性新兴产业创新力和竞争力评价的研究及实践,分别进行归纳和总结,发现目前的相关研究和实践既非常多样化又具有一些共同点。根据战略性新兴产业的共同特征,提出对其创新力和竞争力进行归并评价。针对高端装备制造产业独有的特征,提出一种适合其特点的产业创新与竞争力评价方法,即从产品(装备)的视角,通过分析其产业产品的研发竞争状况,来综合评价其创新与竞争力。最后,以上海海洋工程装备产业为例进行实践和实证。This paper summarizes the research and practice of evaluating the innovation ability and competitiveness of strategic emerging industry referred to high-tech equipment manufacturing industry respectively from four aspects of main influencing factors-evaluation indicators, evaluation methods, evaluation districts and evaluation industries, and finds that current relevant research and practice are diverse but have some common characteristics. This paper proposes that innovativeness evaluation and competitiveness evaluation can be merged according to the common characteristics of strategic emerging industry. Aiming at the particular characteristics of high-tech equipment manufacturing industry, this paper presents a method of comprehensive evaluating its innovativeness and competitiveness through analyzing the RD competition situation of its products（equipment） which is suitable for its characteristics. At last, this paper practices the method taking Shanghai marine engineering equipment industry as an example.
