团体标准助力电动自行车产业提质增效的研究

摘　　要：为确保消费者的生命财产安全,确保所有道路交通参与方的共同利益最大化,确保广大消费者基本的出行需求,坚持电动自行车的非机动车属性,新的GB17761《电动自行车安全技术规范》即将颁布实施,新标准从源头上控制生产企业电动自行车质量。本文通过对杭州电动自行车产业现状、存在的问题分析,并详细阐述了如何通过制定、实施先进的团体标准助推电动自行车生产企业提质增效。The non-vehicle nature of eletric bicycle is insisted on to ensure the life and property safety of consumers, the maximum common interests of all parties in road traffic and the basic travel demand of consumers. The newly released GB 17761-2018, Safety technical specification for electric bicycle, controls the quality of electric bicycle produced by manufacturers by the roots. This paper analyzes the status quo and existing problems of electric bicycle industry in Hangzhou, and expounds how to promote the improvement of quality and efficiency in electric bicycle manufacturers through the development and implementation of advanced association standards in detail.
