摘　　要：为积极应对环境监测改革的新形势,切实加强辽宁省环境监测能力建设,分析队伍建设与资金保障两大限制因素所存在的问题,并提出相应对策建议,为新时期环境监测能力建设和发展提供参考。In order to actively deal with the new situation of environmental monitoring reform,to strengthen the construction of environmental monitoring capacity in Liaoning province,the paper analyzes the problems existing in the two restrictive factors of team construction and fund guarantee,and puts forward some corresponding countermeasures and suggestions,to provide reference for environmental monitoring capacity-building and development in the new era.
