北京铁路局专用线管理的实践与思考

摘　　要：专用线、专用铁路长期以来在铁路货运体系中占据着重要地位。随着铁路货运组织改革、市场化改革的逐步深化,铁路企业与专用线企业的管理行为逐渐由政府管理行为转变为企业合作行为,原有的管理理念、规章制度、管理手段等均不能适应新形势下专用线管理要求。在阐述中国铁路北京局集团有限公司专用线管理现状的基础上,针对专用线、专用铁路货运安全管理存在的问题,结合专用线业务管理依据、方式和内容,提出转变管理理念、理清路企双方权责关系、推进专用线委托管理、加强专业化管理和提高管理信息化水平等方面的管理对策,为建立和完善铁路专用线管理体系提供理论支撑。For a long time, railway special lines and special purpose railways have played an important role in the railway freight transport system. The current management philosophy, rules and regulations and tools applied at railway companies and enterprises with special purpose railways are outdated with gradual transformation in management mode from government administration to enterprise cooperation in the context of deepened and market-oriented reform in railway freight transportation. Based on the current status of special purpose railway management at China Railway Beijing Group Co.Ltd., this paper summarizes the existing challenges and problems in management of special railways and safe freight transportation. In order to address these challenges and problems, in view of the special line management ground, modes and contents, this paper puts forward several management strategies, such as changing the management philosophy, clarifying the authority-responsibility relationship between the concerning parties, promoting mandatory management of railway special purpose lines, intensifying professional management and enhancing information-supported management, which are expected to serve as a theoretical framework to establish and improve a railway special purpose line management system.
