摘　　要：本文结合天然气市场及定价机制演变的一般规律,阐述了我国天然气市场及定价机制所处发展阶段,通过分析认为我国天然气运销分离后,按照＂管住中间、放开两头＂的总体思路推进天然气价格改革其主要任务包括以下几方面：运销分离后应尽快放开两头的气源价格和门站销售价格;将制定和公布中卫基准点价格公式作为一项过渡措施;加快发展天然气市场中心并将其作为一项长期任务;对中游的管道运输环节采取两部制收费方式;对下游的地方配送环节实行严格的以成本加成为基础的价格管制;尽快对天然气采取能量计量方式。The essay combines the general evolutionary rules of natural gas market and its pricing mechanism to analyzethe development phase of the natural gas market and pricing mechanism in our country. With the general idea of ＂regulating the intermediate and releasing both ends＂, the essay thinks that after the separation of transmission and wholesale the primary mission to promote marketization reform of natural gas price includes following aspects： releasingthe prices of gas source and city gate as soon as separating gas transmission andwholesale;carrying out a transitional measure to develop and publish the price formula with Zhongwei as a benchmark;Accelerating the development of the natural gas market centersas a long term task; pricing pipeline transmission with the two-part tariff structure; imposing price regulation of the city distribution on the cost-plus basis; implementing the energy metering for natural gas as soon as possible.
