摘　　要：PPP项目合作周期长、投资大、不确定因素多,公私双方合作稳定性受到各种因素的影响。界定PPP项目公私双方合作关系稳定性内涵,通过案例分析、文献归纳两种方式初步确定影响公私双方合作稳定性的影响因素;进而简化、补充、归纳,分别得到规划设计阶段、建设阶段、运营阶段的26个影响因素,为政府部门和私营部门维持稳定的合作关系提供参考。PPP project has long cooperation period,large investment and uncertain factors in the process. The stability of the cooperation between public and private parties is affected by various factors. This paper defines the stability connotation of PPP cooperation between public and private parties,determines preliminary the factors influencing the stability of public-private cooperation by case study and literature summarization. Then obtains respectively 26 inf luencing factors of the planning and design stage,the construction stage and the operation stage by simplifying,supplementing and inducing,in order to provide references for keeping a stable cooperation between public and private parties.
