摘　　要：中国行政价值本真与时代气质是中国行政精神的高度凝结和体现。中国行政是中国政府性质和行政特色的反映,是行政学的中国话语表达。人民政府的主体性质及其为人民服务的行政宗旨决定了我国行政的方向、路线和使命,是思考中国行政学发展命运的实践根基。人民至上,依法行政,通力合作,为公奉献是中国行政价值理性反思的本真诉求及其时代发展的气质表达。The real values and temperaments of the times in Chinese administration are embodiment and condensation of Chinese administrative spirit. Chinese administration is the reflection of the nature and administrative features of Chinese government, and also is the expression of public administration in Chinese discourse. The subject and the quality of people＇s government and the administrative purpose of serving the people both determine the direction, road and mission of Chinese administration are the practical basis for think-ing about the fate of the development of Chinese administration. People supremacy, administration by law, cooperation and dedication to the public are the rational reflections of Chinese administrative values and the expressions of the temperaments of the times.
