摘　　要：排污许可制是新时代国家环境基础制度改革的一项重大举措。本文介绍了国家排污许可制改革对企业提出的环保管理新要求,并分析石化企业在环保手续、许可证申请、自行监测和台账记录等方面应如何适应排污许可制度要求,做到守法经营。Discharge Permit System is one of the major actions of the basic environmental system reformation in China. This article introduces the new requirements of Discharge Permit System to environmental management, and analyzes how enterprises should do to adapt to the requirements of Discharge Permit System in terms of environmental protection procedures, permit application, self-environmental monitoring, account record, etc., in order to achieve compliance with the law.
