摘　　要：鄂尔多斯市属于资源型城市,面临绿色转型发展的困境。鄂尔多斯市"三线一单"试点工作,是在鄂尔多斯市绿色转型发展战略环境评价的基础上,按照现状解析、承载评估、压力分析、单元划定、三线确定的技术流程重新梳理,在统筹生态保护红线、环境质量底线、资源利用上线的管控要求基础上,将空间环境管控清单、总量环境管控清单及产业准入负面清单等禁止和限制的环境准入要求落实到环境管控单元。该项研究既为鄂尔多斯市绿色转型发展提供了环境精细化管理的手段,也为"三线一单"技术指南的编制提供了技术方法和实践模式,同时还为资源型城市"三线一单"的编制提供参考。Ordos City is a resource-based city,facing the dilemma of green transformation development. ＂Three Lines and One List＂pilot practice of Ordos City was implemented to formulate the control line of space layout,allowable emission,environmental risks,exploitation and utilization of natural resources in the environmental control unit based on the ecological protection redline,environmental quality baseline,and the resource utilization upper limit. It provided the means of environment management for Ordos City＇s green transformation development,and technical method and practice mode for ＂Three Lines and One List＂technical guideline. At the same time,it also offered the reference for ＂Three Lines and One List＂of the resource-based cities.
