摘  要:水环境质量底线是按照环境质量不断优化的要求,衔接和集成现有管控要求,而形成的以质量目标为核心,包括污染物排放和空间管控要求的管理工具。基于"三线一单"技术指南编制过程的反复研究思考,首先明确了水环境质量底线的思路,其次从技术和管理的角度剖析了控制单元细化、质量目标确定、允许排放量核算和水环境管控分区四大关键环节,最后以济南为案例开展了实践探索。The bottom line of water environmental quality is a management tool based on water quality objectives,including pollutant discharge and space control requirements. It is formed according to the continuous optimization requirements of environmental quality and integration of existing control requirements. Based on the repeated research and thinking,during the compilation of"Three Lines and One List"technical guidelines,this paper clarified the connotation of bottom line of water environment quality. Then,four key technical points including control unit refining,quality target determination,allowable emission accounting and water environment control zoning were expounded from the view of technology and management. Finally,it took Jinan as an example to carry out the practice exploration.
