摘　　要：随着公众对环境健康认知的不断提升,开展规划环评人群健康评价,从宏观优化产业布局、保障环境健康和公众生活质量已成为迫切需求。通过对国内外健康影响评价的概念和评价框架进行分析,提出规划环评中人群健康影响评价的概念内涵和评价程序,对推进人群健康评价的保障措施提出建议,为实现源头优化产业布局、保障环境健康和公众生活质量提供科学支撑。With the growing public awareness of environmental health,there are urgent needs to carry out the health impact assessment in SEA,the macro-optimization of industrial layout,and the protection of environmental health and quality of public life. Through the analysis on the concept and assessment framework of health impact assessment at home and abroad,this paper put forward the next advance planning and safeguards of the health impact assessment in SEA,and provided scientific support for optimizing the industrial layout at the source.
