复杂艰险山区铁路项目施工期环境监理重点分析——以成兰线成都至黄胜关段工程为例

摘　　要：在开展成兰铁路成都至黄胜关段工程施工期环境监理中,建设单位依据变更环评报告要求,设立隧道涌水口试验专题工点、建立环保标准化示范点、建立弃渣场动态管理台账等环境监理工作模式,运用GPS定位、小卫星遥感、无人机航拍等高新技术,在施工准备阶段、施工阶段及竣工验收(试运营)阶段开展了各项环境监理工作。在施工阶段重点关注了环境敏感区和大熊猫等珍稀野生动物及生物多样性的环境监理、主体工程中路基工程和隧道工程及桥涵工程的环境监理、大临工程中关注弃渣场及沙石料场、施工营地和场地、制梁场及铺轨基地、混凝土拌合站等环境监理工作。成兰铁路在施工期创新开展的各项环境监理工作模式,对复杂艰险山区铁路项目开展施工环境监理工作模式具有一定的借鉴作用。During the construction-period environmental supervision of Chengdu to Huangshengguan section of Chenglan Railway Line,according to the requirements of the EIA report changes,the construction company set up environmental supervision working modes such as establishing the tunnel inflow test sites,environmental protection demonstration sites,and the dynamic management accounts for the waste slag yard. By using high and new technologies such as GPS positioning,small satellite remote sensing,and UAV aerial photography,various environmental supervision tasks were carried out during the construction preparation phase,construction phase and completion acceptance（ trial operation） phase. During the construction phase,the environmental supervision focused on the environmentally sensitive areas,giant pandas and other rare wildlife and biodiversity,roadbed engineering and tunneling and bridge and culvert projects in the main project,and the waste slag yard,sand and gravel yard,construction campsite and sites,beam making site and track laying base,and concrete mixing station in major temporary project. The environmental supervision working modes in the paper provided some reference to other complex perilous mountain railway projects.
