摘　　要：为推进我国水权制度建设,培育和规范我国水权水市场,方便用户实时快捷开展水权交易,中国水权交易所根据我国水权交易实践,在系统梳理水权交易系统功能需求的基础上,应用云计算、大数据、移动互联等新技术,采用面向服务的体系架构(SOA)设计,自主设计开发了基于云平台的全国性水权交易系统,完成了单向竞价、双向挂单—定期匹配模式下的系统功能设计,并在阿里云平台完成部署。该水权交易系统能够满足区域水权交易、取水权交易和灌溉用水户水权交易等多种水权交易形式的需要。水权交易系统对于完善水权交易流程,规范水权交易行为,降低水权交易成本,加快构建国家级水权交易平台发挥了重要作用,同时也为未来在全国开展大范围、高频度的水权交易流转提供了关键性技术支撑。In order to promote the construction of water right system,while cultivate and standardize water right and water market in China for making convenience for user to timely and quickly carry out water right exchange,China Water Exchange builds up a cloud platform-based national water right transaction system with the design of service-oriented architecture（ SOA） by own-design and development with the new techniques of cloud calculation,big data,mobile internet,etc. on the basis of systematically sorting out the function demands from water right transaction system according to the practice of water right transaction in China,and then the system function under a periodical matching mode of one-way bidding and two-way pending order is designed and is deployed on the platform of Aliyun OS. The water right transaction system can meet the demands from several water right transaction modes,such as regional water right transaction,water-intake right transaction,water right transaction among irrigation water users,etc.,which plays an important role in the aspects of perfecting water right transaction process,standardizing water right transaction behavior,lowering water right transaction cost and speeding up the construction of the national water right transaction platform,while provides a key technical support for the large scale and high frequency water right transaction and circulation to be carried out in the days to come in China.
