德清县集体经营性建设用地市场改革绩效评价研究

摘　　要：集体经营性建设用地市场改革有助于盘活农村土地,促进农村经济发展和改善农民生活,对改革绩效进行评价能反映改革过程中的不足和进步。文中运用三角模糊数层次分析法,将土地资源配置、农村经济发展和农民生活改善作为评价指标体系的准则层,定量评价德清县"二街道八乡镇"和三个村的集体经营性建设用地市场改革绩效。结果显示,评分值高的区域具有多方推动、依托产业平台、功能定位准确等特征,同时试点区域存在着组织管理难、认可度较低等问题。在此基础上,提出完善集体经营性建设用地市场改革的创新措施。The market reform of collective business construction land helps to revitalize rural land,promote rural economic development and improve peasants＇ life,and evaluating the reform performance can reflect the deficiencies and progress in the reform process.By using triangular fuzzy numbers AHP,this paper regarded land resource allocation,rural economic development and farmers＇ life improvement as the criteria layer of evaluation index system,and then quantitatively evaluated the reform performance of rural collective business construction land market in ＂two streets,eight towns＂ and three villages of Deqing.The results showed that the areas with high rating value were promoted by many parties,relying on the industry platform and accurate positioning of functions.At the same time there were such problems in the pilot areas as difficult organization management and low recognition.On this foundation,the innovation measures were put forward to improve the market reform of rural collective business construction land.
