生态文明背景下的广州市生态城市规划探索

摘　　要：生态文明战略要求树立底线思维，生态空间划定和管控是保护底线生态资源、控制城市无序蔓延、优化城市空间结构的重要手段。通过梳理2000年以来广州市的生态城市规划历程，发现其按照“结构规划一空间管制一综合治理”的阶段推进，从战略规划明确“山、城、田、海”的生态城市格局，生态专项规划深化落实生态城市框架，到城市总体规划和“三规合一”工作明确重要生态空间管制要求。面对当前生态城市规划的不足，广州积极探索特大城市生态空间的共划与共治，通过建立科学系统的生态评估方法、协同划定生态控制线、构建多层级的生态规划管控体系、加强立法管控和配套政策等方法，将生态空间保护落到实处，为我国特大城市生态空间规划提供借鉴。The ecological civilization strategy calls for setting up bottom-line thinking and the delineation and control of ecological space is an important approach for protecting bottom-line ecological resources, controlling urban sprawl, and optimizing urban spatial structure. This paper reviews the eco-city planning process in Guangzhou since 2000, finding that it is promoted in line with the stages of ＂structural planning - spatial control - comprehensive renovation＂. First, the strategic planning determines an eco-city pattern of ＂mountain, city, farmland, and sea＂, then the ecological special planning deepens and puts the implementation of eco-city framework into practice, and then the city master planning and the ＂three-plan integration＂ make clear the major requirements of ecological space control. Facing the shortcomings of the current eco-city planning, Guangzhou actively explores the coordination and co-governance of the metropolitan ecological space. By establishing scientific and systematic ecological assessment methods, demarcating the ecological line in a coordinated way, setting up multi-level ecological planning and control systems, strengthening the legislation and supporting policies, etc., Guangzhou puts the ecological space protection into practice, which will provide reference for the ecological space planning of China＇s mega-cities.
