广州旧城更新困境的制度探因

摘　　要：旧城更新是存量规划未来的主要方向，广州旧城更新折射了全国大中城市的共性问题，文章从项目实施问题入手，提出了土地再开发制度、现行控规与城市更新的冲突，房屋、产业、财税等保障政策缺乏等制度问题，并提出了法规修订、规划编制、设计审查、更新机制等方面的优化思考。As the old city renewal is the main direction of stock planning and Guangzhou old city renewal reflects the common problems of large and medium-sized cities in China, this paper starts from the project implementation dilemma, points out the conflicts among land redevelopment system, current regulatory planning, and urban renewal, as well as the institutional issue of lacking housing, industry, taxation, and other security policies. Based on that, the paper proposes suggestions on improving regulatory amendments, planning compilation, design review, updating mechanism, and so on.
