摘　　要：在广州市国土规划信息化现状梳理和调研分析工作基础上，剖析机构改革后信息化建设中存在的问题，根据信息化顶层设计理论和方法，结合机构改革目标，采用自顶向下与自底向上相结合的方式，构建国土规划信息化顶层设计方案。该顶层设计谋划了国土规划信息化建设的蓝图及信息化的实现路径，为信息化工作提供了基础框架。在此顶层设计的总体指导下，广州市国土规划一体化信息平台、“多规合一”等系统顺利实施，推动了国土规划业务管理流程再造，实现土地与规划审批的业务深度融合，提高科学管理水平，提高行政审批效率。Based on the status quo analysis and research of Guangzhou＇s national land planning informatization, this paper firstly analyzes the problems in the informatization construction after institutional reforms, and secondly builds up a top-level design planning program of land planning informatization, combining top-level design theories and methods of informatization and institutional reform objectives, through a combination of top-down and bottom up approach. The top-level design maps out the blueprint and implementation approach for the national land planning informatization, which provides a basic framework. Under the overall guidance of this top- level design, Guangzhou＇s integrated platform of national land planning informatization and the ＂multi-plan integration＂ system were successfully carried out, which promotes the reengineering of the national land planning management process, realizes a deep integration of land and planning approvals, as well as improving level of scientific management, and efficiency of administrative examination and approval.
