基于旅游活动的我国现行休假制度的调整

摘　　要：休假制度是否合理关系到游客的旅游体验和旅游经济的健康运行。自1999年实施黄金周制度以来,旅游景区屡屡出现"爆棚"现象,我国现行休假制度结构上的不合理已严重影响到游客的体验质量,产生诸如旅游安全事故等问题,影响旅游活动的顺利开展。文章在梳理我国现行休假制度的基础上,指出我国现行休假制度导致诸如供需矛盾、交通拥挤、服务困境、环境容量、安全隐患等问题,认为应通过全面推广落实带薪年休假制度和对休假制度进行结构性创新的方法来调整我国的休假制度。Whether the vacation system is reasonable is related to the tourist experience and the healthy operation of the tourism econo- my. Since the implementation of the golden week system since 1999 ,tourism scenic spots often appear ＂excess carrying capacity＂ phe- nomenon, China＇s current holiday system unreasonable structure has seriously affected the quality of visitor＇s experience, produced the problem such as tourism safety accidents, affect the development of tourism activities. In this paper, basing on combing the current holi- day system, pointed out that China＇s current holiday system leads to problems such as the contradiction between supply and demand, traffic congestion, service difficulties, environmental capacity, safety, that should be fulfilled through comprehensive promotion system of annual vacation with pay and structural innovation of holiday system method to adjust the holiday system of our country.
