摘　　要：党的十八大以来,习近平总书记多次就培育和践行社会主义核心价值观问题做出重要指示。特别是在党的十九大报告中把坚持社会主义核心价值体系作为构成新时代坚持和发展中国特色社会主义的基本方略之一,强调要发挥社会主义核心价值观对国民教育的引领作用,把社会主义核心价值观融入国民教育全过程,转化为学生的情感认同和行为习惯。习近平总书记以三个"什么样"的重大问题为导向,揭示了核心价值观建设的实质,提出了通过"四化"途径、提升"三落地"要求、坚持知行合一原则、促进"两化"价值转化与升华、达到提高公民"三德"的价值观教育目标。在这一系统的核心价值观教育思想指导下,本研究遵循学前教育、义务教育、高中教育和高等教育四个阶段的学生成长规律,按照价值启蒙(行为遵从)、价值认知、价值认同、价值奉行(行为自觉)的价值接受规律,分阶段提出以"三爱""三理""三同""三成"的"四个三"教育内容作为融入点,规划了社会主义核心价值观"四个三"教育方案,以有力推进我国教育领域培育和践行社会主义核心价值观长效机制建设。Since the opening of the 18 th CPC National Congress,General Secretary Xi Jinping has made important instructions on cultivating and practicing core socialist values. Moreover,the report at the 19 th CPC National Congress incorporated them into one of the basic strategies in a new era. It mentioned that we should bring the guiding role of socialist core values in national education into full play. Guided by the three " what" major issues,General Secretary Xi Jinping revealed the essence and stated that we should promote the transformation and sublimation of the " two modernizations," and reach the goal of improving citizens' values of " three virtues" by the " four modernizations" approach and the increase of the requirements for " three landings". Therefore,based on students' growth in pre-school education,compulsory education,high school education and higher education,following the law of value acceptance including value enlightenment,value recognition,and values( behavior self-consciousness),this study proposes education content of " four threes" in stages,including " three loves", " three principles", " three similarities" and " three achievements") to promote the cultivation of our country's education and the implementation of the core socialist values.
