经济适用房社区后续配套问题的案例研究——以W经济适用房社区为例

摘　　要：十九大报告指出,要坚持房子是用来住的、不是用来炒的定位,加快建立多主体供给、多渠道保障、租购并举的住房制度。按照以人民为中心完善住房保障措施的价值导向,老百姓的安居乐业会围绕着住房这一基本问题延伸出经济适用房社区的就业、教育、医疗等后续配套问题。以W经济适用房社区为例,就经济适用房社区的就业、教育、医疗等后续配套问题进行案例研究,并在调查研究的基础上,提出以系统化思维着眼于经济适用房社区的经济社会协调发展,催化经济适用房社区发展的聚集效应;实时动态研究经济适用房社区的导入人口规模结构和入学需求,合理引导居民就近入学;提高经济适用房社区基本医疗服务水平,科学引导居民就医观念和习惯、提高医疗服务满意度和获得感等完善经济适用房社区后续配套问题的对策建议。The report of 19th National Congress pointed out that house is used to live instead of to use for speculation. We need to speed up the establishment of a housing system with multi- subject supply, multi-channel guarantees and rent-purchase measures. What＇s more, in accordance with the value orientation of people-centered improvement of housing security measures, common people＇s livelihood and work will extend beyond housing problems to follow-up supporting issues such as employment, education and medical care in affordable housing communities. Our paper takes the W affordable housing community as an example to study employment, medi- cal care and other follow-up support issues in this community. Based on investigation research, we propose some advices which include that we should focus on the coordinated economic as well as social development of affordable housing communities with systematic thinking and catalyze the aggregation effect of affordable housing communities~ development. In addition, we should also do dynamic research on the population size structure and entrance requirements for affordable housing communities so that we can rationally guide residents＇ proximity to schooling, improve the basic medical service level of affordable housing communities, scientifically guide residents＇ medical concepts and habits, as well as improve medical service satisfaction and gains.
