摘　　要：【目的/意义】研究泛在网络环境下政府信息服务的成熟程度,对政府信息服务评价提供方法,以期为优化当前网络环境下的政府信息服务提供参考。【方法/过程】本文从信息资源、信息服务方式、信息服务安全、信息服务创新等层面分析了泛在网络环境下政府信息服务的特点。借鉴CMM(能力成熟度模型)构建了泛在网络环境下政府信息服务成熟度模型。【结果/结论】从政府信息资源、硬件设施、服务能力、服务人员及用户满意度等五个方面对该模型各个等级分别进行描述。能够有效的对泛在网络环境下的政府信息服务进行评价。[Purpose/significance] This paper studies the maturity of government information service under ubiquitous environment, providing methods to the evaluation of government information service,in order to provide reference for optimizing the government information service under the ubiquitous environment. [Method/process]This paper analyzes the characteristics of government information service under ubiquitous network environment from information resources, infornlation service mode,infornlation service security and information service innovation,etc.A maturity model of government information service under ubiquitous network environment draw lessons from CMM is constructed. [Result/ conclusion] We describe each level of the model in government information resources,hardware facilities, service capabilities, service people and user satisfaction,ete.It can effectively evaluate the government information service under ubiquitous network environment.
