改革开放以来中国共产党对社会保障制度理念的认识——基于江泽民、胡锦涛和习近平同志相关论述的研究

摘　　要：社会保障制度的发展需要建立在科学、合理的理念基础之上。改革开放以来,随着中国经济社会发展变化和社会保障制度建设的需要,江泽民、胡锦涛、习近平等中国共产党的核心领导人,结合中国经济社会变化与社会保障制度发展的现实,不断探索和总结社会保障制度发展及完善的经验,提出了一系列关于中国社会保障制度理念的重要思想。就业是民生之本,是社会保障制度的重要理念之一,江泽民同志提出了就业是民生之本,胡锦涛同志强调让劳动者实现体面劳动,习近平总书记提出就业是最大的民生;促进社会公平正义是社会保障制度的另一重要理念,胡锦涛同志提出了社会公平正义的重要性及其保障体系,习近平总书记明确指出公平正义是中国特色社会主义的内在要求;共享发展是社会保障制度的又一重要理念,江泽民同志十分强调共同富裕,胡锦涛同志提出发展成果由人民共享,习近平总书记则系统论述了共享发展的本质与途径。这些理念构成中国特色社会主义社会保障理论的重要内容。The development of social security system needs to be based on scientific and reasonable ideas.Since the Reform and Opening-up,with the development of China＇s economic and social changes and the need for social security system,from Jiang Zemin,Hu Jintao to Comrade Xi Jinping,the core leaders of the Communist Party,combined with the economic and social changes and social security system development,constantly explored and summarized the social security system development and improvement,put forward a series of important ideas about the development of China＇s social security system. Employment is the people＇s livelihood is one of the important concepts of social security system. Comrade Jiang Zemin put forward that employment is the livelihood of the people. Comrade Hu Jintao stressed that the workers to achieve decent work. General Secretary Xi Jinping said that employment is the biggest people＇s livelihood. Promoting social equity and justice is another important concept of social security system. Comrade Hu Jintao put forward the importance of social equity and justice and its guarantee system. Comrade Xi Jinping clearly points out that fairness and justice is the inherent requirement of socialism with Chinese characteristics. Shared development is another important concept of social security system. Comrade Jiang Zemin emphasized common prosperity.Comrade Hu Jintao put forward the development results by the people share. General Secretary Xi Jinping systematically discusses the nature and ways of shared development. These ideas constitute the important content of socialism Social security theory with Chinese characteristics.
