关于构建项目支出预算绩效评价指标框架的思考

摘　　要：预算绩效管理的核心内容是绩效评价,而绩效评价的核心则是评价指标的构建。科学、合理的绩效指标体系不仅是开展政府绩效管理的基础,也是绩效监督问责的依据。目前,因项目支出种类多、差异大的特征,使得绩效评价指标设计依旧存在一系列问题。从全过程预算绩效管理的视角来看,分阶段规范与构建全过程项目支出预算绩效评价指标框架,并细化投入—管理、产出—效果类绩效指标设计,可为绩效评价与管理工作的开展奠定基础。The core content of budgetary performance management is performance evaluation,and the core of performance evaluation is the construction of evaluation index. At present,due to the large number of project expenditures and large differences,there are still a series of problems in the design of performance evaluation indicators. From the perspective of the whole process budget performance management,to standardize and construct the index system of performance evaluation of project expenditure budget in phases,detailed input management and production performance design will lay the foundation for the development of performance evaluation and management.
