摘　　要：农村人口转移作为主导变量,衍生出农业经营主体更迭、种植结构调整、生产方式转变以及农户阶层结构重塑、农村人力资本削弱等中间变量,在改变传统农业生产要素禀赋格局、农户生计模式、农村社会形态的同时,推动农业发展方式、农户生存状态、农村社会环境的一系列变化。此背景下,惠农政策执行环境面临不确定性,易致现代农业支持对象与方式＂错位＂、农民收益保障福利＂漏出＂、农村发展扶持资源＂空悬＂,并对农业补贴、农产品价格支持、村级公益事业建设等政策产生扭曲效应。据此,亟待以乡村振兴战略为抓手,加快整合惠农政策;以农业供给侧结构性改革为主线,加强培育农业发展新动能;以农村产业兴旺为目标,加速建立导向性农民增收模式;以农村人力资本积聚为平台,厚植农业现代化要素基础。The transfer of the rural population as the dominant variables derived from agricultural business entities change,adjusting the planting structure and production mode transformation and farmer stratum structure remodeling,rural human capital weakening intermediate variables in changing the traditional agricultural production factor endowment pattern,livelihood mode,rural social form,promote agricultural development mode change,farmers living state change in rural areas,changing social environment. Under this background,implementation of environmental policy uncertainty,to modern agriculture support object and method of＂dislocation＂,the income of the farmers welfare＂leak＂,to support the development of rural resources＂vacant＂,and subsidies for agriculture,agricultural support,village public construction policy distorting effect. Accordingly,the country needs to revitalize the strategy as the starting point,to speed up the integration of agricultural policy; agricultural supply side structural reform,strengthening the cultivation of new energy agricultural development; rural industrial prosperity as the goal,to accelerate the establishment of rural oriented farmers in rural human capital; the accumulation platform,Houzhi agricultural and rural modernization elements.
