基于全民阅读视域的社区图书馆建设研究

摘　　要：社区图书馆健康和谐发展是倡导全民阅读的坚实基础,应积极推进社区图书馆建设内在体制机制的优化,建立资源共享、以满足居民实际阅读需求为目标的图书文献信息采购机制,建立系统的法律法规体系,维系社区图书馆健康运营的保障机制,建立政府拨款、社会募捐和个人捐款为主的多渠道经费筹措长效机制,建立以专业管理人员、社区居民和志愿者共同参与的理事会管理监督检查机制。Advocating nationwide reading, the healthy and harmonious development of community libraries are supposed to be put much attention to. Thus, optimization of the inherent system and mechanism of community libraries should be promoted actively. Building resource sharing and books and documents procurement mechanism is to satisfy actual demand of reading of citizens. Relevant laws and regulations system have to be established to maintain the safeguard mechanism for healthy operation of community libraries. The long-term mechanism of funds rising can be built by many ways such as government grants, social contributions and personal donations. Building the managerial supervision and inspection mechanism require the board of directors involving professional managers, community residents and volunteers together.
