行业协会间的竞合关系演变研究——以广东为例

摘　　要：研究发现个体行业协会间关系经历了以行政内部关系为表现形式的隐匿期、具有行政等级的代管协管关系的主导期、市场化导向下竞争关系的营造期、政府购买服务下竞争常态化及竞争性合作涌现期四个阶段;协会间竞争与合作并存的关系格局持续存在,程度日益增强,内容和表现形式更加多样,竞争主要围绕着大企业会员之争和让渡业务资源之争;合作主要体现在跨区域和跨行业的业务合作与信息互换,且越来越具联合性;当控制协会的组织规模、资金丰裕度、协会与政府关系程度和组织年龄等变量时,协会间合作规模和业务合作对个体协会的业务水平具有较高的、显著的积极效应;业务作为竞争与合作的共同所指,是协会组织自律、行业自律和政府监管的重中之重。The state-society relationship has changed,and the relationship among trade associations has also changed. Through exploring the system-text of trade associations and the experience of Guangdong,the study found four stages of the relationship among trade associations,from the latent period of hiding into the administrative system to the leading period of escrow management with administrative level,to the construction period of competition under the market orientation,to the normality period of competition and cooperation. And the relationship was constant and became raising; its contents and expression forms were diverse. The competition focused on the big corporate members and the transferred-resources businesses from the governments. The cooperation was mainly the businesses and the information in or beyond of the regions and the industries. After controlling four variables, namely,the degree of the relationship with the governments,the organizational size,age and money,the study found the scale and the businesses of the cooperation among trade associations have significant and positive effect on the service level of the individual association. Businesses as the common content of competition and cooperation are the most important part of the trade associations and the governments and society.
