摘  要:以我国学校体育场地设施对外开放政策文本为研究对象,对收集到的相关政策文本进行统计,分析政策性质和特征,政策数量变化和区域分布,政策发布主体和文本类型等。分析发现政策宏观且不稳定、区域发展不平衡、发布数量与实施效果不协调。认为政策各部门应该相互配合,增强政策的稳定性和可实施性;加快部分地区学校体育场地设施对外开放政策制定进程,有针对地采取措施,针对地方需求制定政策执行方案或办法;设立专门的学校体育场地设施对外开放政策执行情况考核和监督机构,以提高政策执行效果。Taking the text of policies on school sports facilities in China as the research object,this paper uses the method of text quantitative analysis to analyze the policies of opening school sports venues and facilities to the public. It is supposed to analyze the basic composition and characteristics of texts of the policies,their quantitative changes and regional distributions,as well as their main body composition and text types. It is found that policies are macro and unstable,regional unbalanced,and the dissymmetry between the number of publications and implementation effects. It aims to cooperate with each other to enhance policy stability and implementation; It is expected to strengthen the making of local policies of opening to the public of school sports facilities and take targeted measures to shorten the regional differences in policy. It propose that an assessment and supervision department be established to implement and supervise the opening of the facilities,and to improve the implementation effect,thus providing a basis for the objective evaluation and understanding the policies issued by the Education Department.
