摘　　要：文化产业是中国经济发展的新亮点,中国文化产业制度变迁具有鲜明的演进特征。当前,中国文化产业发展仍面临文化产权制度不够明晰、文化产业资源配置方式不合理、现行文化产业管理体制不顺、财政政策支持文化产业力度不足等问题。"新常态"下要充分发挥市场配置资源的决定性作用,需要积极应对并妥善处理文化产业市场主体的培育、文化产业供给制度的创新、政府在文化产业发展中的角色定位、多元化文化产业投融资体系的构建等关键问题。为此,应该努力探寻文化产业制度创新路径,具体包括加强文化产业制度创新的顶层设计、采取自下而上的文化产业制度创新方式、明晰文化产业制度创新的实施主体、完善文化产业政策法规体系、构建统一开放的现代文化市场体系、建立健全文化产业投融资体制机制等。The cultural industry is a new bright highlight in China＇s economic development,and the system change of China＇s cultural industry has a distinctive feature of evolution. At present,China cultural industry system still face problems and constraints,such as,the cultural property right is still not clear,the cultural industry resources allocation is not reasonable,the current cultural industry management system is not smooth,the fiscal policy to support the cultural industry is insufficient,etc. In the new normal,we should give full play to the decisive role of the market allocation of resources. We need to actively cope with and properly deal with a series of key issues,such as the cultivation of the market players in the cultural industry,the innovation of the supply system of cultural industry,the role of government in the development of cultural industry,the construction of diversified cultural industry investment and financing system. Therefore,we should try our best to explore the path of cultural industry institution innovation,including strengthening the top-level design of cultural industry institutional innovation,adopting the bottom-up cultural industry system innovation mode,structuring a unified and open modern cultural market system,distincting the main body of cultural industry system innovation,establishing and improving the mechanism of investment and financing of cultural industries.
