摘　　要：20世纪90年代后期兴起于西方,呼应了我国解决跨域性棘手问题需求的协作治理已成为新兴的学术热点。本文对协作治理领域的中英文文献进行梳理,分别从域外境况和国内情形对协作治理进行理论溯源,接着对协作治理的多重中文表达及国内外概念界定进行述评,然后从外观和内核两个层面对该领域迄今的主要研究进展进行介绍,最后就研究发现做出反思。从研究内容上看,域外对协作治理已取得阶段性成果;国内研究则刚起步,规范性的定义和系统的研究框架仍处于低程度的共识阶段,还需要拓展研究论域,提升研究深度。从研究逻辑上看,国内外研究对于协作治理的正当性都呈现出过度正面化态势,这限制了对协作治理展开科学、全面的研究。从研究方法上看,域外注重实证研究;国内偏重理论研究和规范研究,需要更为扎实的经验研究,构建更为严谨和本土化的理论框架。In 1990s, collaborative governance emerged in western context. Responding to the similar need of solving the ＂wicked problems＂ in China, collaborative governance has become a new academic hotspot in both China and the West. This paper reviews the literature in the field of collaborative governance in both Chinese and English.The theory of cooperative governance is traced to the foreign and domestic situations respectively,and then the multiple expressions of cooperative governance in Chinese and the definition of concepts at home and abroad are reviewed.Then it introduces the main research progress in this field from the aspects of appearance and kernel. Finally, it makes a reflection on the research findings. From the perspective of research contents, foreign countries have achieved periodic results on collaborative governance, and domestic research has just started. The normat ive definition and systemat ic research framework are still in the low level of consensus, and researchers need to expand the scope of research and enhance the depth. From the logic of the research, domestic and foreign studies on the legitimacy of collaborative governance are showing an excessive positive trend, which limits the scientific and comprehensive research on collaborative governance. From the perspective of research methods, the foreign researchers focus on empirical research, and domestic fellows emphasis on theoretical and normative research, which requires more solid empirical research and call on a more rigorous and localized theoretical framework.
