基于海外知识产权管理体系的过程方法

摘　　要：参照GB/T 29490-2013《企业知识产权管理规范》,归纳海外知识产权管理的输入(需求)和输出(预期成效),基于涵盖策划、实施、检查和改进四大环节的过程方法,形成了海外知识产权管理体系构架。管理体系列举了管理手册的编纂原则,对日常项目的管理内容进行了拓展;提出了知识产权主动进攻(布局管理)和被动防守(纠纷管理)方法,尤其是针对参展、人才引进等管理内容可能涉及的风险提出了相应的对策建议。应结合海外市场、企业战略文化、知识产权环境的发展状况及趋势,以促进海外知识产权发展为导向,反复对需求和战略进行评估、论证,对不再适宜的环节予以修正,最终形成符合企业自身实际的海外知识产权管理方法论。By referring to GB/T 29490-2013 Enterprise intellectual property management, the input（demand） and output（expected effectiveness） are summarized for the overseas intellectual property management, and the overseas intellectual property management system is formed on the basis of the process method covering four major links including planning, implementation, inspection and improvement. The management system enumerates the compilation principles of the management manual,expands the management content of the daily items, puts forward the methods of active attack（layout management） and passive defense（dispute management） of intellectual property, and especially, the corresponding countermeasures and suggestions are proposed for the risks involved in the exhibitor management and talent introduction management. One should consider the development situation and trend of the overseas market, the strategic culture and the intellectual property environment. Under the guidance of promoting the overseas intellectual property work for the enterprises, the demand and strategy should be repeatedly evaluated and demonstrated, and the unsuitable links should be corrected and abandoned,so that ultimately, the methodology of overseas intellectual property management in accordance with the actual situation of enterprises can be formed.
