中国航空航天器制造业R&D活动投入产出绩效分析

摘　　要：依据"十二五"期间中国航空航天器制造业的相关数据,在对航空航天器制造业R&D活动投入产出现状分析的基础上,采用DEA模型及Malmquist指数对中国航空航天器制造业R&D活动的绩效水平进行分析。结果表明:"十二五"期间中国航空航天器制造业R&D活动的资源投入无论是在绝对量还是年均增长率上都处于较低水平,但在产出上,虽然绝对量水平较低,但其年均增长率却处于领先水平;2011至2015年中国航空航天器制造业R&D活动的综合效率属于严重DEA无效,其规模效率处于较低水平但其规模报酬一直处于递增的状态;与2011年相比,2015年中国航空航天器制造业R&D活动的全要素生产效率在这5个行业中的增长速率最快,这主要取决于其规模效率的提高,这与中国致力推动航空航天器制造业的发展相呼应。Based on the data of China＇s aerospace manufacturing industry during the ＂12th Five-Year Plan＂ period and the analysis of the input-output status of R＆D activities in the manufacturing industry of aerospace vehicles, this article use the DEA model and the Malmquist index to analyze the performance level of R＆D activities in China＇s aerospace manufacturing industry. The results show that： during the 12th FYP period, the resource in- vestment in R＆D activities of ChinaJs aerospace manufacturing industry is at a relatively low level both in terms of absolute quantity and average annual growth rate. However, the absolute level of output is relatively low, but its average annual growth rate is at the leading level; The comprehensive efficiency of R＆D activities in ChinaJs aerospace industry from 2011 to 2015 is a serious one. DEA is ineffective and its scale efficiency is at a low level but its scale returns have been on an increasing scale; The total factor productivity of China＇s aerospace manufac- turing R＆D activities in 2015 is the fastest growing among the five industries, which is mainly due to the in- crease of its scale efficiency. This is in line with China＇s commitment to promoting the development of the aero- space manufacturing industry.
