美国特朗普政府视角下的对朝政策:多元背景下的基本共识

摘　　要：本文基于文献研究与调研访谈分析了美国特朗普政府上台来的对朝政策。美国国内在对朝政策上存在巨大争议,但普遍支持特朗普政府的"极限施压"政策。美国各界对朝政策基本共识为:优先解决朝核问题,目标是无核化;先聚焦于对朝施压、再考虑实质性对话;优先和平解决、武力选项为后盾;2018年3月8日,特朗普接受与朝鲜举行首脑会晤,金正恩随后多次明确表示致力于半岛无核化,半岛局势出现缓和势头,实现朝鲜半岛无核化也迎来重要历史机遇。当务之急是美朝两国应相向而行,朝鲜应推进实质性弃核,美国应回应朝鲜合理安全关切,并回到多边合作轨道上解决朝核问题。This paper analyzed US Donald Trump government's DPRK policy from the perspective of literature review and interview.Although big controversy exists in US domestic,they all support Trump government's maximum pressure policy toward DPRK.The basic consensuses toward DPRK policies are:prioritizing this issue and the goal is denuclearization;focusing on pressure firstly then considering dialogue;preferring peaceful resolving pattern but keeping incredible military way as the final option.Since Donald Trump accepted the summit meeting invitation from Kim Jong-un the supreme leader of DPRK and Kim Jong-un iterated the willing of denuclearization,Korea peninsular tense situation defused dramatically,and also gave denuclearization a big chance.The most urgent task recently is DPRK should denuclearize substantially,and US should satisfy DPRK's legitimate demands,as well as coming back multilateral framework.
