摘　　要：十九大报告中"文化强国"的战略具有坚实的宪法基础,我国宪法文本浓妆重彩地设定了国家的文化导引义务。所谓文化导引的宪法义务,是指宪法赋予国家根据一定的意识形态和价值观念主导文化发展,引导文化方向的义务。这种义务要求国家宏观把握推动和规划文化发展,是现代宪法赋予国家的新角色。文化导引义务包括意识形态的主导义务和主流价值的提倡义务。我国宪法作为社会主义宪法,对意识形态具有明确的规定,意识形态指引文化的发展。我国宪法提倡主流价值并尊重多元价值。在当代,社会主义核心价值观是对宪法提倡的社会公德最好的阐释。为了兼顾文化的自主发展和国家意志的表达,行政指导是实现国家文化导引义务的最佳手段。The strategy of ＂ Building a culturally strong country＂ in China has a solid constitutional basis.The country＇s cultural guidance obligation is set up in the constitutional text of our country.The constitutional obligation of ＂cultural guidance＂ means that the Constitution gives the state the obligation to guide the development of culture and guide the cultural orientation according to certain ideology and values.This obligation requires the state to grasp and promote the development of culture in a macro way.It is a new role that the modern constitution gives to the state.The obligation of cultural guidance includes the leading obligation of ideology and the obligation of advocating the mainstream value.As a socialist constitution,the constitution of our country has a clear regulation on ideology,and ideology guides the development of culture.The constitution of our country advocates the mainstream value and respects the pluralistic value.In the present time,the socialist core values are the best interpretation of the social morality advocated by the constitution.In order to give consideration to the independent development of culture and the expression of the state＇s will,administrative guidance is the best means to realize the obligation of national culture guidance.
