摘 要:北方缺水地区地下取水建设项目具有用水量大,对区域水资源配置格局影响重大等问题,其水资源论证一直是该项工作的重点领域。本文在介绍地下取水水资源论证与最严格水资源管理制度之间的关系基础上,紧扣建设项目水资源论证导则对论证工作的要求,总结论证中应重点注意的问题,并结合实际工作经验进行分析,提出具有针对性的对策措施,结合北方缺水地区生产生活需求和科技需求,提出北方缺水地区地下取水水资源论证专题研究框架。对于规范水资源论证工作,提高地下取水水资源论证水平具有重要意义。With problems such as large water consumption and great influence on regional water resources allocation,the focus of the groundwater intake construction projects in the water-deficient areas in the north area has been always the water resources argumentation.Based on the introduction ofthe relationship between the water resources argumentation of the groundwater intake and the strictest management system of water resources,sticking to the guidelines on the water resources argumentation of the construction projects,this paper summarizes the problems that should be paid great attention to during the argumentation,and analyzes them,combining with the writer's working experience,to put forward the special research framework on the groundwater intake construction projects in the water-deficient areas in the north area.It is of great significance to regulate the water resources argumentation and improve the groundwater intake water resources argumentation.
