基于脱钩评价分析方法的资源型行业绿色转型的测算与分析——以新疆为例

摘　　要：资源型行业对推动新疆工业化快速发展发挥着极其重要的作用,但是也不可避免地带来高能耗、高污染。经测算,在过去十多年间,新疆资源型行业的经济增长与能源消耗之间呈现较为理想的弱脱钩的关系,这表明了资源型行业在新疆工业化进程中发挥"引擎"作用,资源利用效率也在进一步提高,并且,资源型行业经济增速高于能源消耗的增速。从时间维度来看,相比"十一五"时期,"十二五"时期的资源型行业经济增长与能源消耗之间的脱钩关系更为多样化,有强脱钩、弱负脱钩、扩张性脱钩、衰退性脱钩等。为此,本文从提高资源型行业的能源利用效率、促进资源型行业绿色转型发展的角度提出三点政策。Resource-based industries play a very important role in promoting the rapid development of industrialization in Xinjiang, but it will inevitably bring about high energy consumption and high pollution. In the past more than 10 years, on the whole, there is de-pollution relationship between economic growth and energy consumption in Xinjiang, which shows that the resource-based industries have been an engine in the process of industrialization in Xinjiang, and the efficiency of resource utilization is further improved, and the economic growth of the resource-based industry is faster than that of the energy consumption. From the time dimension, compared with the 1 lth five-year period, the decoupling relationship between economic growth and energy consumption in the 12th five-year period is more diverse, such as strong decoupling, weak negative decoupling, expansionary decoupling, and decaying decoupling and so on. Therefore, this paper puts forward three policies from improving the energy efficiency of resource-based industries and promoting the transformation and development of resource-based industries.
