摘　　要：政府购买社会组织服务在转变政府职能、激发社会组织活力、提高公共服务水平等方面发挥了重要作用,获得了社会认可,也引起了学术界广泛关注。实证研究发现,政府购买社会组织服务存在碎片化的供给结构及其科层化工作方式、多元化的服务诉求及其需求识别缺位、悬浮化的社会组织及其项目化运行弊端等问题,购买服务出现"供需适配偏差"。需要通过顶层的关联改革、系统的文件配套和顺畅的体制机制,将自下而上的需求识别与自上而下的简政放权有机耦合,在政府体系内外,政府、市场和社会之间形成一种供需适配合作治理的架构和运行机制。The government purchasing social organization services has played an important role in transforming government functions, stimulating the vitality of social organizations and raising public service levels, thus it has gained social recognition and has also drawn widespread attention in academia. Empirical study found that the government has some problems in the supply of social organization services, such as the fragmented supply structure and the bureaucratic work style, the diversified service demands and the lack of recognition of people＇s needs, the suspended social organizations and the malpractices of their project operations, thus,supply and demand deviation comes forth in the process of government purchasing social organization services.Through the top system of related reform, system-wide documentation and smooth institutional mechanisms,along with the bottom-up demand recognition and top-down decentralization, we can build a supply and demand cooperative governance framework and operation mechanism both inside and outside the government system.
