上合组织扩员后的领土争端问题:潜在挑战与未来出路

摘　　要：上合组织扩员以后,需做好应对内部"新生"领土争端问题的准备。自身的成立初心、潜在的会徽问题、紧张的边界局势,都决定了面对印巴加入后带来的领土争端,上合组织无法置身事外。时隔多年,这一传统安全问题在其内部极有可能再度回归。上合组织建立初期解决领土争端问题形成的"上合模式",能否有效应对这一内部潜在的问题,面临着重大考验。在扩员的新格局下,坚持高举"上海精神"旗帜,以稳控边界局势为首要,以防范会徽问题成为新的矛盾隐患为重点,以引导领土问题解决步入"上海精神"轨道为根本,是上合组织面对领土争端问题行稳致远的标本之策。After the expansion of the Shanghai Cooperation Organization（SCO）, it is necessary to prepare for the issue of territorial disputes. The initial purpose of the establishment, the potential emblem problem, and the tense border situation determine the fact that the SCO could not stay out of the business, when faced with the border disputes brought by India and Pakistan, the traditional security issues reintroduced within the SCO. The experience of the ＂SCO mode＂ at the beginning of its establishment in order to solve the old boundary problem is now faced with a major test when faced with the new boundary problem produced. In the new pattern of expansion, firmly holding high the banner of ＂Shanghai Spirit＂, effectively controlling the border situation, alerting the emblem to become a new contradiction, and guiding the solving of the boundary problem into the ＂Shanghai Spirit＂ track are the current and long-term approach to the stable development of the SCO.
