“互联网+政务”视域下档案馆系统的策略研究

摘　　要：本文从办证难、奇葩证明等现象出发，以国家政策《推进“互联网＋政务服务”开展信息惠民试点实施方案》为着眼点，提出档案馆系统应研究应对策略，并对相关文献进行梳理。研究首先采用博弈模型求解理论上的应对策略，博弈均衡取决于建库成本和主导数据库的收益之间的关系，认为档案馆系统需要参与信息惠民工程。其次结合档案系统的业务实践提出现实的应对策略，即构建“全国档案远程服务系统”；进而结合浦东新区档案馆实践分析了基层联盟模式和顶层建设模式的利弊。再次总结了研究的结论并提出展望。This paper is based on the phenomenon of ＂absurd certifications＂ and difficulties in G2C services; a newly published policy called ＂Carrying out the project of information benefiting people and pushingforward the Internet＋ Government Services＂ is introducedfor it might be a great impact for archive system. So the countermeasures of archive system should be discussed. Firstly, agame model is established to find out the suitable strategies for the three players and the equilibrium shows that the archives need to join the project. Then, a strategy is put forward which is to build a national remote archive service system. Finally, the conclusionsand expectations are discussed.
