摘　　要："河长制"在我国跨越了十多个年头,已在全国推广。"河长制"实行行政首长负责制和问责制,意义在于:第一、水污染治理及河湖管理与保护工作的责任人的设定不再模糊。第二、问责制使得水污染治理以及河湖管理与保护变成地方的重要政治任务。第三、河长以行政首长的权威主导、整合、协调各方面力量,以灵活有力的方式应对复杂的现实问题。同时,本文从实施时涉及到的几个侧面展开讨论,探讨它们对"河长制"工作的影响:应加快推进河湖划界工作;进一步完善水环境质量监测体系;科学设置考核方式;鼓励公民环境诉讼。The river chief system has been spanning more than 10 years in China and has been popularized throughout the country.The river chief system implements responsibility and accountability system of chief executive.The significance lies in：first,the establishment of responsible persons for water pollution control and management and protection of rivers and lakes is no longer vague.Second,accountability system makes water pollution control and management and protection of rivers and lakes become important political tasks.Third,the river chief dominates,integrates and coordinates all aspects of power with the authority of the chief executive,so as to deal with complex practical problems in a flexible and effective way.At the same time,this paper discusses several aspects involved in the implementation,and discusses their impact on the implementation of＂the river chief system＂：to speed up the work of delimitation of rivers and lakes,to improve the monitoring system for water environment quality,to set up examination methods scientifically,and to encourage civil environmental litigation.
