摘　　要：为了全面了解近年来长江流域农田水利改革发展现状及存在问题,推动流域农田水利改革,加快流域农业现代化进程,选取湖北、湖南、四川、江西、江苏、贵州、云南等省份,对各省及省内相关地区农田水利改革主要做法进行了抽样调查。通过查阅文献、现场调研、统计分析等方式对各地农田水利改革现状、存在的问题进行了研究,对各省在农田水利改革组织发动机制、农田水利工程建设前期工作、农田水利工程运行管理、农业水价改革、农田水利改革资金筹措等方面的主要做法进行了介绍,探讨了各省在农田水利改革尤其是农业水价改革、改革资金筹措等方面的创新模式。同时,指出了当前长江流域农田水利改革存在的问题,分析了原因,并给出了相关的对策建议。对典型做法的总结及创新模式的探讨将给长江流域农田水利深化改革提供借鉴和参考。Aiming at comprehensively understanding the status and problems of farmland water conservancy reform in the Changjiang River basin in recent years,promoting the reform,speeding up agricultural modernization process,sampling survey were conducted to investigate the major reform practices in the provinces of Hubei,Hunan,Sichuan,Jiangxi,Guizhou and Yunnan. The current state and existing problems of reforms in the above provinces are investigated by literature review,field investigation and statistical analysis. Major reform practices are introduced,including stimulation mechanism adopted by reform-related organizations,preliminary works of project constructions,project operation management,agricultural water price reform,and fund raising etc. Innovation and exploration modes regarding agricultural water price reform and fund raising are discussed.Meanwhile,the existing problems of the reform are put forward with the causes being analyzed too,and countermeasures and suggestions are also given accordingly.
