Establishing project alliance gradually becomes an acceptable way to alleviate the zero-sum behavior and confrontation in traditional project management mode. However, project alliance still shows a high level of failure rate due to the lack of trust and the existence of opportunism. Based on inter-organizational trust and transaction cost theory, this study analyzed the impact of inter-organizational trust on opportunism and project alliance performance. We adopted SPSS 23.0 and AMOS 21.0 software to process and analyze the questionnaire data. Results indicated that inter-organizational trust improves both project performance and cooperation satisfaction while opportunism negatively influences project alliance performance. Furthermore, the moderate effect of inter-organizational trust could effectively mitigate opportunism, but a too low or too high level of trust may put the alliance members in the risk of opportunism. It means that there is an inverted U-shaped relationship between inter-organizational trust and opportunism. This research can provide some theoretical reference for improving the performance of project alliance.
