摘　　要：为完善我国PPP项目公众参与机制设计,收集了国内外27个PPP项目公众参与的典型案例,基于该案例库对PPP项目公众参与机制的参与主体、参与阶段、参与方式和参与类型等内容进行了分析。并结合PPP全寿命周期理论,建立了PPP项目公众参与机制的实施框架。研究结果为完善我国PPP项目公众参与机制设计,提升PPP项目的实施质量提供了重要参考依据。To improve the design of public participation mechanisms in PPP （public-private partnership） projects, this paper collects 27 typical PPP cases, defines four primary participation agents, and analyzes their relative functions in different phases of project operation. Then this study further identifies 12 participation methods and makes a classification based on their differences in management mode and degree of participation. Lastly, based on PPP whole life cycle theory, this paper proposes an implementation framework, covering five different stages. The results of this study can provide important references for the enhancement of China＇s public participation mechanism.
