“城乡交通运输一体化”建设经验与启示——以湖南嘉禾县为例

摘　　要：推进城乡交通运输一体化发展,是贯彻落实乡村振兴战略的重要抓手,通过开展重点工程建设,典型引领,推动交通运输行业创新发展思路,改善发展环境,补齐发展短板,推进供给侧结构性改革,提升基本公共服务水平,更好地服务于人民群众出行和城乡经济社会发展需要,为全面建成小康社会当好先行。本文以交通运输部城乡交通运输一体化示范县嘉禾县为例,阐述嘉禾县创建城乡交通运输一体化的优势,从路网等级、物流服务、综合交通运输体系、农村公路建设等方面提出了存在的问题,并总结了经验与启示,为乡村振兴提供强有力的交通保障。Promoting the integration of the urban and rural transportation is an important means for implementing and fulfilling the strategy of rural revitalization. Aiming at this, a series of measures can be taken to make the urban and ntral transportation integration more favorably serve the public travel and meet the demand of economy and society development in urban and rural regions, thus settling a solid foundation for building a moderately prosperous society. These measures include constructing key projects, building models for guidance, prompting the innovative development idea of the transportation industry, improving the development environment, and overcoming weakness in the development. In the research, the demonstrationcounty set by the Ministry of Transport for the integration of urban and rural transportation-Jiahe Country （Hunan province, China） was taken as a case to explain the advantages of the country in carrying out the integration of urban and rural transportation. Problems were proposed in terms of the road network grade, logistics service, comprehensive transportation system, and rural highway construction. Finally, the research summarized the experience and enlightenment and provided a solid transportation management support for the rural revitalizationt.
