摘 要:开展林业规划环境影响评价,既适应我国林业发展形势,又符合环评学科前沿发展。系统梳理和分析林业规划,划分其主要类型,结合环境影响类型,利用层次分析法和专家打分法评定环评必要性。同时,提出与林业规划研究、编制和上报审批相关的林业规划环评工作流程,并构建一套林业规划环境影响的识别、预测与评价体系,以及PSR、Delphi和GIS等主要方法。结合"全国林纸一体化"的实践案例,分析林业规划环评的可操作性。提出林业规划环评体系和方法,为林业规划环评事业提供理论参考,并促进环评分类管理的发展,可在我国林业规划及其建设项目中应用和推广。Environmental impact assessment (EIA)for forestry planning accords with forestry development of our country and development frontier of the EIA discipline. This paper, firstly, systematically studies forestry planning, classifies the planning, and analyzes the significance of EIA through analytic hierarchy process and expert scoring; secondly, puts forward an assessing procedure related to planning study, compilation, submission, examination and approval, and establishes a set of system as well as such methods as PSR, Delphi and GIS to identify, predict and evaluate the assessment; thirdly, analyzes the feasibility of EIA for forestry planning in combination with the practical cases of “integration of forestry and paper industries all over the country”; finally, proposes an EIA system and some assessing methods, which might be used for theoretical reference, promote the systematic management of the assessment, and be applied and popularized in our country’s forestry planning and relevant construction projects.
