全球转基因作物商业化的发展态势与启示

摘　　要：转基因作物的商业化在全球发展不平衡,少数国家种植转基因作物90%以上的面积。尽管转基因作物种植面积在发展中国家增速加快,但转基因作物种子市场价值被少数发达国家垄断的格局依旧存在。具有复合性状的第二代转基因作物和改善产品营养与品质的第三代转基因作物的增长呈主要特性。受转基因作物市场需求、政府审批与监管等因素的影响,种植国家可能出现种植、退出和再种植的现象,从而导致种植国家数量的波动变化。为缩小与发达国家的差距,我国应加强具有重要应用价值和自主知识产权的转基因技术的研发,特别是第二代转基因作物与第三代转基因作物的研发。以保障粮食安全和主要农产品有效供给为目标,制定合理的转基因农作物审批政策和严格的安全监管政策。Commercialization of genetically modified crops is unbalanced all over the world, with the planting area of the crops in a few countries reaching to as high as 90 percent. Though in developing countries planting of the crops develops very fast, prices on seed market have been monopolized by only a few developed countries. And the planting is featured by the increase of the second generation crops with complex character and the third generation crops with nutrition and quality being greatly improved. Under the influence of market demand and government examination, approval and supervision, some countries might plant, give up and then replant the crops, causing the fluctuation of the number of planting countries. To narrow the gap with developed countries, it is necessary to strengthen the research and development of transgene technology with important implication value and independent intellectual property, especially the second and the third generation crops, and formulate reasonable examining and approving policy and strict safety supervising policy for the crops guided by the goal of guaranteeing food security and effective supply of main agricultural products.
