摘　　要：文章以平潭综合实验区推进综合行政执法改革实践为分析样本,研究重点不仅在于对地方经验的抽象概括和梳理,更为重要的是从地方创新模式中挖掘出改革推进中遇到的深层次共性问题,并提出破解这些共性问题的对策建议,使其具有更加广泛的现实意义和理论价值。Based on the analysis of the practice of comprehensive administrative law enforce - ment reform in Pingtan comprehensive experimental area , the research focus is not only on the ab - stract generalization and carding of local experience , but also on the deep common problems encoun - tered in the reform promotion from the local innovation model , and puts forward some countermeas - ures to solve these common problems . So that it has more extensive practical significance and theo - retical value .
