摘　　要：围绕"可用性、可见性、可达性",引入搜索引擎友好理念和指标,构建了一套具有针对性、可操作性的评价指标体系,力求能够弥补并解决以往对政府网站服务能力的"实现"效果关注不多、评价不够的问题,推动政府网站不断提高信息服务质量和水平。Carrying out the evaluation of government website information service ability should include two aspects of offer＂ and ＂implementation＂. On this basis, the paper built a set of around the ＂availability, visibility and targeted and operability of the evaluation index system accessibility＂ and introducing concept of search engine friendly and indicators. Hope to solve the lack of evaluation on the effect of government service abilities and improve government websites information service quality and level.
