摘　　要：随着我国供给侧改革的步伐逐渐深入到经济的结构性调整层面,由于结构调整产生的过渡性经济波动会让传统产业遭受一定程度的影响。农村经济作为传统产业的大块头,如何在确保不发生系统性风险的前提下,运用政府差异化的资助政策引导社会资金有序流入价值洼地,助推传统农业生产模式向全覆盖的现代化农业生产模式的转变,是现阶段乃至将来一段时间内急需着力解决的问题。本文以黑龙江省为例进行具体分析。With the gradual deepening of the pace of China＇s supply side reform to the structural adjustment level of the economy, the transitional economic fl uctuation produced by structural adjustment will affect the traditional industry to a certain extent. As the big block of the traditional industry, the rural economy, on the premise of ensuring no systemic risk, uses the government differential aid policy to guide the social funds to fl ow into the value low-lying land in order, and promotes the transformation of the traditional agricultural production mode to the fully covered modern agricultural production mode. It is the present stage and the future period. The problem that needs to be solved urgently in the room. This paper takes Heilongjiang Province as an example to make a specifi c analysis.
